The Municipal Art Society Planning Center, with assistance from the Community-Based Planning Task Force, has developed an interactive, online tool that compiles community-based plans in New York City. Planning for All New Yorkers: An Atlas of Community-Based Plans in New York City contains 87 individual plans, created since 1989, the year that the City responded to pressure from communities to simplify and strengthen provisions in the City Charter for 197-a planning (197-a plans are officially-recognized, community-initiated local plans). Today, this living repository has grown to include over 70 summaries of community-based plans, complete with maps, graphics and contact information for community organizations. Making it in New York: The Manufacturing Land Use and Zoning Initiative


The Manufacturing Land Use and Zoning Initiative was launched in 1999 by the Municipal Art Society in partnership with Pratt Institute for Community and Environmental Development (PICCED) to identify issues and aopportunities facing manufacturing districts and mixed-use communities in New York City. In this 2001 report, you can read more about New York City's manufacturing sector, a mix of small and mid-sized production businesses and niche firms integrally related to new York's economic drivers, including finance, creative, cultural and healthcare industries. New York City's land-use policies shoudl promote diversification of the economy. The report provides recommendations on how the city can retain and revitalize the city's manufacturing base and gives examples detailing where and when it is appropriate to do so.

The State of 197-a Planning

This 1998 report documents the history of 197-a planning in New York and identifies trends and recommendations for making the process more effective. It also examines neighborhood planning approaches of other cities in the United States, such as Seattle, Minneapolis, Richmond Houston and Portland, to determine what lessons New York City can learn from these models.
